The autograph letter signed by Thomas Carney, a Republican from Leavenworth, Kansas, former mayor who later served as Governor of Kansas from January 12, 1863 to January 9, 1865 discusses filling the quota for First Kansas Volunteers Regiment per the President's proclamation of October, 17th, 1863. The letter is to James Barnet Fry (February 22, 1827 - July 11, 1894), provost marshal general of the United States from 1863 to 1866.
